We had a good Club meeting last week with an open discussion, led by Club President Dwight Worden, focusing on the status of Prop 50. As a recap, Dwight’s notes on these discussions are summarized below:
NOTES FOR TP DEMS ON PROP 50
CALIFORNIA Prop 50
Democrats currently hold 43 of 52 congressional seats in California, but the new redistricting map would transform 5 Republican-controlled seats into districts that heavily favor Democrats, countering moves by Republicans elsewhere in the country. (In 2010, California adopted Independent Citizens Redistricting Commission. New redistricting per Prop 50 would revert back to independent in 2030).
Current Status of White House-Backed Gerrymandering Nationwide
- Texas GOP adding up to 5 seats
- North Carolina GOP adding 1 seat
- Ohio—By Oct 31, Ohio Redistricting Commission must adopt a bipartisan congressional map. If it doesn’t, GOP-dominated state legislature can pass its own map, adding 2-3 seats.
- Florida GOP adding 2 seats
- Indiana GOP adding 1 seat
- Missouri GOP adding 1 seat
- US Supreme Court is hearing challenge to 1965 Voting Rights Act which prohibited racial discrimination in voting. Decision expected by June. If overturned, GOP-led states could redraw at least 19 districts.
Fundraising, Campaigning, and Election Prospects
Since July, the Yes on Prop. 50 campaign has raised nearly $97 million — which does not include the nearly $13 million that billionaire investor Tom Steyer has spent separately to run his own pro-Prop 50 ads.
The No campaign, with about $42 million, has less than half of that haul, reports CalMatters’ Maya C. Miller and Jeanne Kuang.
California Labor Federation reminded its 2 million members in a series of digital ads that the Trump administration fired federal workers and cut infrastructure spending.
Local GoTeam, led by Deb Lyons, has been out and active.
A recent survey from the nonpartisan Cook Political Report found that while about 50% of registered voters said they would support Prop. 50, nearly half of those surveyed said they were undecided or only softly committed to voting on the measure.
10% of ballots returned between Oct 10-20; 2.4 million ballots of 10.3 million mailed
Special election turnout is typically 45%.
CBS poll: 62% support prop 50 as of Wednesday, up from 50%+
Other: US Justice Foundation: 54 percent Yes and 29 percent No, while 17 percent are undecided.
Note: Our local Torrey Pines Democratic Club members are currently represented either by Mike Levin for those living in the 49th District including Del Mar, or Scott Peters for those living in the 50th District including Del Mar Heights. Professor Thad Kousser on the History of Redistricting, Tuesday, October 21st
Friends of Solana Beach Library presents “California’s Prop 50: Historical Perspective on Redistricting” with Dr. Thad Kousser, professor of political science, UC San Diego on Tuesday, Oct. 21, from 5:30 p.m. – 6:45 p.m. at the La Colonia Community Center located at 715 Valley Ave, Solana Beach.
Kousser’s presentation will focus on the historical background of redistricting processes in California, the movement that led to the creation of an independent citizens’ redistricting commission, and the current national context that led to this moment. The presentation will include a Q&A segment.
No Kings March, Saturday, October 18th

The mission of the NO KINGS march is to bring San Diegans from all walks of life together – peacefully and powerfully – to show that we stand united for democracy and against Trump’s threats to it. You can join San Diegans for the event this Saturday at Waterfront Park, or you can join Del Martians for their weekly rally this Saturday at 11am-12pm at the corners of Camino Del Mar and 11th street.

First of all, we would thank Ann Crosbie for joining out Club meeting yesterday to lead a discussion on the pros and cons of California Proposition 50 (“Prop 50”). Ann also provided this link to the San Diego County Democratic Party website which includes the the following statement on this important issue: “San Diego County is a battleground in the fight to stop Trump and preserve fair elections. That’s why SD Dems are working to pass Proposition 50. Also known as the Election Rigging Response Act, it’s a ballot measure in the November 4 special election that would protect California’s voice in Congress. Republicans in Texas and other states are making an unprecedented power grab to rig the 2026 elections. They want to steal enough seats to control Congress regardless of how the people vote. If we don’t act now, Trump will hold unchecked power for two more years”.

Hold the Line California– Saturday, September 27th, 10am- 12pm
Californians will be locking arms in strength and solidarity this Saturday spanning from North County to the Central Coast. This demonstration will show our support for Prop 50, as well as support for stopping the threats to our individual freedoms, our environment, our healthcare, our economy, and our democracy as a whole. The closest organized meetup location is at the Oceanside Civic Center, although a meetup site in Encinitas along 101 might still be established (check website for any updates). And even closer to home, you can extend the coastal highway presence by joining Del Mar’ weekly Save Our Democracy rallies, meeting every Saturday from 11am-12pm, at the corner of 11th Street and Camino Del Mar.

Resuming after our traditional Summer break, please join us for our next Club meeting on Thursday, September 25th at 6:00pm (via Zoom). We will have a discussion, led by our Club President Dwight Worden, on Prop 50, also known as the Election Rigging Response Act, coming on your November 2025 California statewide ballot. Texas and other “Red” states are gerrymandering their voting districts in an effort to assure President Trump and Republicans get more votes in the upcoming midterm elections. Led by Governor Newsom, California is proposing to respond by offsetting these Republican moves by temporary redistricting in our state. We’ll have an informative presentation on Prop 50, the pros and cons, and how our local voting districts would be affected, followed by open discussion by members. We’ll conclude with a live survey of those in attendance to help form a position for the Torrey Pines Democratic Club.

Labor Day March, Monday, September 1st, 10am, Waterfront Park, Downtown
The San Diego Labor Day Rally and March will be held at Waterfront Park on Monday, September 1st, from 10:00 AM to 12:00 Noon. Organized by a broad based coalition that includes the “No Kings” Coalition as well as organized labor, their mission is to expand, strengthen and diversify our pro-democracy movement in order to demand a society that puts working families and everyday people first.
