Program: County Board of Supervisors – David Lagstein, Political Director SEIU 221. Housing and Community Development – Colin Parent (Jerry Brown Director of Policy at the San Diego Housing Commission) and updates on San Onofre Power Plan – Torgen Johnson.
Dave Lagstein is the Political Director for SEIU 221 and has been a been a community and political organizer and rabble-rouser for over 20 years. Most recently, he played a key role in the work of Flip the 49th Neighbors in Action, which mobilized hundreds of volunteers to elect Mike Levin and Yes on Measure D, the Full Voter Participation Act, which was enacted by the voters in 2018 and will ensure that all county level elections will be enacted in November when the most people vote. Dave lives in San Diego with his wife Clare and his daughters Eva and Fiona.
The topic of the presentation will be: Flip San Diego County government through organizing, coalition building and elections.
Colin Parent is Executive Director and General Counsel at Circulate San Diego. In addition to overall management of the organization and legal issues, he advocates for affordable transit, safe walkable neighborhoods, and effective land use policy.
Colin served on the Jerry Brown for Governor 2010 campaign, and was appointed by Governor Brown as the Director of External Affairs for the California Department of Housing and Community Development. Prior to working for Governor Brown, Colin practiced law for three years as a commercial litigator at the San Diego office of the international law firm of DLA Piper US LLP. During 2013 and 2014, Colin served as the Director of Policy at the San Diego Housing Commission.
Colin is a serial social entrepreneur in San Diego. He co-founded the San Diego Leadership Alliance, an organization that trains young San Diegans to be equipped for civic leadership. As a board member of the League of Conservation Voters San Diego, he chaired the first ever coalition to grade the environmental records of elected officials in the City of San Diego.
Colin is an Eagle Scout and grew up in East County San Diego. He is a graduate of the NYU Law School, and U.C. San Diego. He is also an elected member of the City Council of La Mesa, California.
Torgen Johnson will present information regarding the stranded nuclear waste situation at the San Onofre Nuclear Generating Station located at the northern end of San Diego County. The discussion will include the risks to the public and surrounding communities, the involvement of Congressman Mike Levin’s task force, and what the public can do to reduce those risks.
Torgen Johnson holds a professional degree in Architecture from the University of Southern California, and two Masters degrees in Urban Design and large Landscape Planning from Harvard University. He is the founder of Johnson Design in Solana Beach and formerly Paradigm Design in the U.S. Virgin Islands, both of which are multi-disciplinary design firms with services in urban design, urban planning, community-based planning, landscape design, and architecture. The main goal of the firms is to produce high quality, environmentally responsible design and planning solutions. More recently Mr. Johnson has become involved in energy issues related to nuclear power in California, with outreach to Japan and the Northeastern U.S. He works closely with the Del Mar based Samuel Lawrence Foundation, and resides in Solana Beach with his wife and their four children.
We are voting to endorse to support the criminal justice reform bills at our April 25th meeting.
This would include supporting/opposing these bills as the Torrey Pines Democratic Club in letter form and submitting them to the legislative committee. Refer to the recap below for the details. You must be a current member in order to vote.

Congratulations or our member, Rose Ann Sharp, who was honored as one of the 17 women from across San Diego that were honored as 2019 Women of Distinction by 78th Assemblymember Todd Gloria, at the Women’s Museum of California in Liberty Station on March 20. Our club is honored to have you as a member!
In the community service category, Rose Ann was recognized for her founding of the Never Again CA group, which advocates for gun control.
Todd Gloria stated, “Her tireless leadership and dedication has encouraged the City of Del Mar and surrounding cities to move to end gun shows at the Del Mar Fairgrounds and state-owned property. When confronted by angry and hateful opposition, she is not afraid to expose the danger of gun shows and to stand up to gun show owners, all with the sole purpose of making our community a safer place for all of us. Particularly, our children. It’s Rose Ann’s courage and devotion to Never Again CA that inspired me to author legislation this year to prohibit the sale of fire of firearms and ammunition at the Del Mar fairgrounds.”

RECAP OF THE CALIFORNIA CRIMINAL JUSTICE REFORM BILLS
AB392 – Peace officers: deadly force.
Introduced by Weber & McCarty
This bill is to raise the minimum standard requirement that allows police officer to use deadly force on civilian from “reasonable” to “necessary”. This law has not changed since 1872. If passed, the police officer will be required to exhaust all alternative tactics including de-escalation first. This bill will save lives & unnecessary police shooting.
We are asking for the members of your club to vote as following: Support
STATUS – the Public Safety Committee hearing has passed this bill on April 9th & thus, no support letter is needed at the moment. However, if your club has not yet voted on it, please proceed to do it, as new support letter will be needed then when this bill goes into committee hearing in the Senate house. A new template will be provided then depending on which committee this bill will be assigned to.

SB230 – Law enforcement: use of deadly force: training: policies
Introduced by Caballero
This bill requires POST to develop training. However, this training only includes “adequate consideration” of a list of subjects but without any specificity as to how that training should look like. In addition, this bill does not require that any officer actually go through the training.

STATUS – This bill has been assigned to Public Safety committee & scheduled for a hearing on April 23rd. Thus, it is very important that we can get the club to vote on this bill ASAP & submit letter of oppose as soon as you can. ACA6 – Elections: disqualification of electors
Introduced by McCarty, Bonta, Gonzalez, Kalra, Kamlager-Dove & Weber
This bill is to restore the voting right of felons who have completed their sentence & are currently on the parole. Currently, the system is complicated due to the different felony code, that many are afraid to vote due to the possible serious consequences. We are asking for this to pass to allow the felons who have already completed their prison sentences to vote & participate in civic duties that will help them to engage & re-integrate back into society as responsible citizens. If this bill passed, CA will be the 15th state to join in a coalition to restore the voting rights for these folks.

STATUS – It is going to be heard in mid-May. While we have time, please have your club vote on this bill & submit the letter of support.

AB1076 – Criminal records: automatic relief
Introduced by Ting
This bill is to eliminate the complicate court process of expunging arrest & conviction records & change it to automatic. This law will only apply to cases that are already eligible for expunge. This bill is not aiming to change the law, but only to eliminate the current complicated & cost-consuming process to make it easier for people who have completed their terms to move on without economic (ie. potential jobs) consequences.
We are asking for the members of your club to vote as following: Support
STATUS – This bill has passed the Public Safety committee on April 2nd , but however it is now is in the Appropriation committee. We now have a second round for support letter to that committee. If your club has already submitted one before, you can generate another one using this updated template to submit it to the Appropriation committee. If you have not yet voted on it, please do so. All letters of support for this bill need to go in either late April/early May.

Volunteers Needed for CADEM Convention May 31 – June 2
The California Democratic Party is looking for volunteers for the State Convention coming up May 31 through June 2 in San Francisco. Help is needed with registration, supporting meetings and panels, assisting with internal elections, and more. If you’re interested, please sign up here to secure your spot.
After completing their shifts, volunteers will have a pass giving them floor access for general sessions and other events throughout the weekend. Please note that travel, lodging, and parking accommodations are the responsibility of the volunteer.
This will be the CDP’s organizing convention, where the new two-year term for delegates will begin and the State Party Chair will be elected. An endorsing convention will be held in November for delegates to choose which candidates the Party will in support in the Primary Election for Congress and the State Legislature.
June 13th, Thursday – County Board of Supervisors approved restoring the Evening Budget Hearing after Invest in San Diego Families coalition’s advocacy.
The budget presentation will be at 5:30 p.m. and testimony will be accepted after 6 pm on an ongoing basis.
The budget of the County of San Diego is $6.27 billion dollars and is hugely important to the future of our region. That is why more than 1,300 San Diego residents attended one or more of the evening budget hearings in 2016 and ’17.
Last year, then-Chairwoman Gaspar and Supervisor Jacob did not second a motion by Supervisor Cox to have an Evening Budget Hearing, which killed the evening hearing. This year, Supervisor Gaspar challenged us to top the number from two years ago and keep her at the Board of Supervisors’ chambers all night. Let’s do that and tell her what San Diego’s families need to thrive.
