PROGRAM:
Assembly member Todd Gloria, will address the topic of poverty and homelessness in San Diego.
Laura Sisk-Hackworth will be talking about San Diego 350’s work to fight climate change in the context of environmental justice and its impacts on low income communities. SanDiego350 is an inclusive volunteer organization building a movement to prevent the worst impacts of climate change and climate injustice. They strive to create a future that supports a livable planet and just society through education and outreach, public policy advocacy, and mobilizing people to take action. Laura Sisk-Hackworth is the Co-Chair of San Diego 350’s Public Policy Team, where she advocates for addressing climate change through state and local policy.
Jean-Huy Tran, local activist and President of the Asian American Pacific Islander Dem San Diego, will present an overview of a few State bills of our effort toward criminal justice reform:
AB392 – Peace officers: deadly force.
Introduced by Weber & McCarty
This bill is to raise the minimum standard requirement that allows police officer to use deadly force on civilian from “reasonable” to “necessary”. This law has not changed since 1872. If passed, the police officer will be required to exhaust all alternative tactics including de-escalation first.
SB230 – Law enforcement: use of deadly force: training: policies
Introduced by Caballero.
This bill requires POST to develop training. However, this training only includes “adequate consideration” of a list of subjects but without any specificity as to how that training should look like. In addition, this bill does not require that any officer actually go through the training.
ACA6 – Elections: disqualification of electors
Introduced by McCarty, Bonta, Gonzalez, Kalra, Kamlager-Dove & Weber
This bill is to restore the voting right of felons who have completed their sentence & are currently on the parole.
AB1076 – Criminal records: automatic relief
Introduced by Ting.
This bill is to eliminate the complicate court process of expunging arrest & conviction records & change it to automatic. This law will only apply to cases that are already eligible for expunge.

March 19th – Join We The People – San Diego on Tuesday night from 7 to 9pm to learn about two important policy proposals that address the role of private capital in shaping our democracy: (1) a proposed ballot measure to bring public financing of elections to the City of San Diego and (2) a bill in the State Assembly to advance public banking across the state of California. Together these two policy reforms have the potential to transform our political economic system. Meetings are open to the public!

The focus for the Institute for Civil Civic Engagement’s 2019 Conference is Restoring Civic Literacy: Revitalizing Civic Education across our Community. The conference will convene educational and civic leaders from across our region and state to discuss current best practices and strategies to improve Civic education and literacy for students and across our broader community. Democracies can die in an age of post-truth. This conference is a broad call to action to restore truth, factions and knowledge to our public discourse.
